Hema Committee Report: Addressing Gender Injustice in Malayalam Cinema
The Hema Committee, led by retired Kerala High Court judge Justice K. Hema, conducted a comprehensive investigation into the status of women in the Malayalam film industry. The report exposes deeply rooted issues, including sexual harassment, gender discrimination, and inhuman treatment of female artists, particularly in off-screen environments.
Sexual Abuse and Casting Couch
Women are often coerced into offering sexual favors in exchange for roles.
Victims face emotional distress and even threats if they resist.
Fear of Reporting
Many survivors avoid filing complaints due to stigma, career backlash, and a lack of support systems.
Cyber Threats
Online abuse, including defamation, trolling, and threats, is rampant, particularly targeting women who speak out.
Inhumane Working Conditions
Junior artists face exploitation, with low wages, long working hours, and poor facilities.
Intermediaries often exploit newcomers, further aggravating their vulnerability.
The report references several existing legal protections for women:
Indian Penal Code (IPC)
Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013
Information Technology (IT) Act
Protection of Children from Sexual Offences (POCSO) Act
Despite these laws, implementation in the film sector remains inadequate.
Mandatory Internal Complaints Committees (ICC)
Film productions must establish ICCs with representation from major industry bodies like FEFKA and AMMA.
Independent Tribunal
Create a neutral body to handle harassment complaints, ensuring privacy, safety, and non-retaliation.
Written Contracts for All Workers
Legal employment contracts should be required for all crew members, especially junior artists, to protect their rights.
Gender Sensitization Training
All cast and crew should undergo mandatory gender awareness programs before beginning any project.
Women in Leadership and Production Roles
Encourage more films to be produced by women.
Establish financial support and a single-window system for film permissions and loans.
The Hema Committee’s findings underscore the urgent need for structural reforms in the Malayalam film industry. By implementing these recommendations, the industry can move toward creating a safe, equitable, and inclusive environment for women, ensuring dignity, justice, and professional respect in all aspects of filmmaking.
